Order of the Ministry of Sport of the Russian Federation of June 18, 2013 No. 403 
"On the Approval of the Federal Standard of Sports Training in the Form of Sports Tennis"

The federal standard of sports training in the form of sport tennis (hereinafter referred to as the "FSSP") is developed on the basis of the Federal Law of December 14, 2007 N 329-FZ "On Physical Culture and Sport in the Russian Federation" (hereinafter - the Federal Law) (Collected Legislation of the Russian Federation, 2007, N 50, item 6242, 2008, N 30 (ч. 2), item 3616, N 52 (ч. 1), item 6236; 2009, N 19, item 2272, N 29, item 3612, N 48, Article 5726, No. 51, Article 6150, 2010, No. 19, Article 2290, No. 31, Article 4165, No. 49, Article 6417, No. 51 (Part 3), Article 6810, 2011, N 9, Article 1207, No. 17, Article 2317, No. 30 (Part 1), Article 4596, No. 45, Article 6331, No. 49 (Part 5), Article 7062, No. 50, art. 7354, No. 50, Article 7355, 2012, No. 29, Article 3988, No. 31, Article 4325, No. 50 (Part 5), Article 6960, No. 53 (Part 1), Article 7582, 2013 , N 19, s 2331; Rossiyskaya Gazeta, June 11, 2013, N 124) and the Provisionson the Ministry of Sport of the Russian Federation, approved by the Government of the Russian Federation of June 19, 2012, No. 607 (Collected Legislation of the Russian Federation, 2012, No. 26, Article 3525) and defines conditions and requirements for sports training in organizations that carry out sports training in accordance with the Federal law.

I. Requirements for the structure and content of sports training programs, including the development of their theoretical and practical sections in relation to each stage of sports training

1. The program of sports training in the form of sport tennis (hereinafter referred to as the Program) shall have the following structure and content:

- title page;

- Explanatory note;

- normative part;

- Methodical part;

- control system and credit requirements;

- list of information support;

- The plan for sports events and sporting events.

1.1. The "Title page" of the Program states:

- name of the sport;

- name of the organization performing sports training;

- the name of the program;

- the name of the federal standard of sports training, on the basis of which the Program was developed;

- the term of the Program;

- the year of drawing up the Program.

1.2. In the "Explanatory Note" of the Program, the characteristics of the sport, its distinctive features and the specifics of the organization of the training process are given, the structure of the multi-year training system (stages, levels, disciplines) is described.

1.3. The "normative part" of the Program should contain:

- the duration of the stages of sports training, the minimum age of persons for admission to the stages of sports training and the minimum number of persons who are being trained in groups at the stages of sport training by the sport of tennis ( Appendix No. 1 to this FSSP);

- the ratio of the volume of the training process according to the types of sports training at the stages of sports training in the form of sport tennis ( Appendix No. 2 to this FSSP);

- planned indicators of competitive activities in the form of sport tennis ( Appendix No. 3 to this FSSP);

- modes of training work;

- medical, age and psychophysical requirements for persons undergoing sports training;

- limiting training loads;

- the minimum and the maximum volume of competitive activities;

- requirements for equipment, sports equipment and equipment;

- requirements for quantitative and qualitative composition of training groups;

- the volume of individual sports training;

- structure of the annual cycle (name and duration of periods, stages, mesocycles).

1.4. "Methodical part" of the Program should contain:

- recommendations for conducting training sessions, as well as requirements for safety in the conditions of training sessions and competitions;

- Recommended amounts of training and competitive loads;

- recommendations for planning of sports results;

- requirements for the organization and conduct of medical, pedagogical, psychological and biochemical control;

- program material for practical classes for each stage of training, broken down into periods of preparation;

- recommendations for the organization of psychological training;

- Plans for the use of remedies;

- plans for anti-doping activities;

- plans for instructor and referee practice.

1.5. "Control system and test requirements" Programs should include:

- concretization of the criteria for the training of persons undergoing sports training at each stage of sports training, taking into account the age and the influence of physical qualities and physique on the performance by type of sport tennis ( Appendix No. 4 to this FSSP);

- requirements for the results of the implementation of the Program at each stage of sports training, the fulfillment of which provides grounds for the transfer of a person who is in training for the next stage of sports training;

- types of control of general and special physical, sports and technical and tactical training, a set of control tests and control and transfer standards for the years and stages of preparation, the timing of monitoring;

- Complexes of control exercises for assessing general, special physical, technical and tactical training for persons undergoing sports training, guidelines for organizing testing, methods and organization of medical and biological examination.

1.6. The "List of information support" of the Program should include: a list of literature sources, a list of audiovisual resources, a list of Internet resources necessary for use by persons engaged in sports training and athletic training by persons undergoing sports training.

1.7. The plan of sports events and sporting events is formed by the organization that carries out sports training on the basis of the Unified Calendar Plan for Interregional, All-Russian and International Physical Culture and Sports Events, Calendar Plans for Physical Culture and Sports Events of the Subject of the Russian Federation and Municipal Formations.

II. The standards of physical fitness and other sports standards, taking into account the age, sex of persons undergoing sports training, the characteristics of the sport of tennis (sports disciplines)

2. The standards for the types of sports training and their ratio at the stages of sports training in groups engaged in tennis sports include:

2.1. Norms of general physical and special physical training for admission to groups at the stage of initial training ( Appendix No. 5 to this FSSP).

2.2. Norms of general physical and special physical training for enrolling in groups at the training stage (the stage of sports specialization) ( Appendix No. 6 to this FSSP).

2.3. Norms of general physical and special physical training for admission to the groups at the stage of perfection of sportsmanship ( Appendix No. 7to this FSSP).

2.4. Norms of general physical and special physical training for admission to groups at the stage of higher sportsmanship ( Appendix No. 8 to this FSSP).

2.5. Norms for the maximum amount of training load ( Appendix No. 9 to this FSSP).

III. Requirements for the participation of persons undergoing sports training and those who exercise it, in sports competitions provided for in accordance with the ongoing program of sports training

3. Requirements for participation in sports competitions for persons undergoing sports training:

- correspondence of the age and sex of the participant to the provision (regulations) on official sports competitions and the rules of the sport of tennis;

- compliance of the level of the sports qualification of the participant with the provision (regulations) on official sports competitions in accordance with the Unified All-Russian Sports Classification and the rules of the sport of tennis;

- implementation of the sports training plan;

- passing the preliminary competitive selection;

- availability of a relevant medical opinion on admission to participate in sports competitions;

- compliance with the all-Russian anti-doping rules and anti-doping rules approved by international anti-doping organizations.

4. A person undergoing sports training shall be sent by the sports organization to sports competitions in accordance with the plan of sports events and sporting events contained in the Program and the regulations (regulations) on sports competitions and sporting events.

IV. Requirements for the results of the implementation of sports training programs at each stage of sports training

5. The result of the implementation of the Program is:

5.1. At the initial training stage:

- formation of a sustainable interest in sports;

- formation of a wide range of motor skills;

- mastering the basics of technology by the sport tennis;

- Comprehensive harmonious development of physical qualities;

- strengthening the health of athletes;

- Selection of promising young athletes for further training in the form of sport tennis.

5.2. At the training stage (stage of sports specialization):

- raising the level of general and special physical, technical, tactical and psychological training;

- acquisition of experience and achievement of stability of performance at official sports competitions by kind of sports tennis;

- formation of sport motivation;

- strengthening the health of athletes.

5.3. At the stage of improving sportsmanship:

- Increase the functional capabilities of the athlete's body;

- Improvement of general and special physical qualities, technical, tactical and psychological training;

- stability of demonstration of high sports results in regional and all-Russian official sports competitions;

- maintaining a high level of sporting motivation;

- maintaining the health of athletes.

5.4. At the stage of higher sportsmanship:

- achievement of the results of the level of the national teams of the Russian Federation;

- increasing the stability of the demonstration of high sports results in all-Russian and international official sports competitions.

6. To ensure the stages of sports training, organizations that carry out sports training use a system of sports selection, which is a targeted search and definition of the composition of prospective athletes for achieving high sports results.

The system of sports selection includes:

a) mass screening and testing of boys and girls to orient them to sports;

b) selection of promising young athletes for the acquisition of groups of sports training in the form of sport tennis;

c) viewing and selecting promising young athletes at training camps and competitions.

7. The maximum age of persons undergoing sports training under the Program at the stage of higher sportsmanship is not limited.

8. Educational organizations that implement educational programs in the field of physical culture and sports for the most promising graduates can provide the opportunity to undergo sports training on their base for up to four years (up to 10% of the number of students).

V. Features of the implementation of sports training in individual sports disciplines by the form of sport tennis

9. Features of the implementation of sports training in sports disciplines of tennis sports are defined in the Program and are taken into account when:

- drawing up plans for sports training, starting with the training stage (the stage of sports specialization);

- drawing up a plan for physical culture and sporting events.

10. The training process in the organization providing sports training is conducted in accordance with the annual training plan, designed for 52 weeks.

11. The main forms of sports training are:

- group and individual training and theoretical studies;

- Work on individual plans;

- training camps;

- participation in sports competitions and events;

- Instructional and judicial practice;

- medico-restorative measures;

- testing and control.

12. Work on individual sports training plans is carried out at the stages of improving sportsmanship and higher sportsmanship.

13. In order to conduct classes at the stages of improving sportsmanship and higher sportsmanship, in addition to the main coach (coach-teacher) in the sport of tennis, it is possible to involve an additional coach (trainer-teacher) in general physical and special physical training, provided that they simultaneously work with persons , passing sports training.

14. To ensure the year-round sports training, preparation for sports competitions and active recreation (rehabilitation) of persons undergoing sports training, training camps are organized, which are an integral part of the training process in accordance with the list of training fees ( Appendix No. 10to this FSSP) .

15. The order of formation of groups of sports training by kind of sports tennis is defined by the organizations which are carrying out sports training, independently.

16. Persons undergoing sports training who have not fulfilled the requirements of the Program are given the opportunity to continue their sports training at the same stage of sports training.

17. Taking into account the specific nature of the sport of tennis, the following features of sports training are defined:

- Acquisition of groups of sports training, as well as planning training sessions (in terms of volume and intensity of training loads of different focus) are carried out in accordance with the gender and age developmental features;

- Depending on the conditions and organization of classes, as well as the conditions for holding sports competitions, tennis training is carried out on the basis of mandatory observance of necessary safety measures in order to preserve the health of persons undergoing sports training.

VI. Requirements for the conditions for the implementation of sports training programs, including cadres, material and technical base and infrastructure of organizations providing sports training, and other conditions

18. Organizations engaged in sports training should ensure compliance with the requirements for the implementation of the Program, including personnel, material and technical facilities, infrastructure, and other conditions established by this FSSP.

19. Requirements for the personnel of organizations that carry out sports training:

19.1. The qualification level of the persons carrying out sports training must comply with the requirements defined by the Unified Qualification Reference Book for the positions of managers, specialists and employees, the section "Qualification characteristics of the positions of employees in the field of physical culture and sports" approved by the order of the Ministry of Health and Social Development of Russia dated August 15, 2011 N 916n (registered by the Ministry of Justice Russia 14.10.2011, registration No. 22054) (hereinafter referred to as the "ECSD"), including the following requirements:

- at the stage of initial training - the availability of secondary vocational education or higher professional education without presentation of requirements for length of service in the specialty;

- at the training stage (the stage of sports specialization) - the availability of secondary vocational education or higher professional education and work experience in the specialty at least one year;

- at the stages of improving sportsmanship and higher sportsmanship - the presence of higher professional education and work experience in the specialty of at least three years.

19.2. Persons who do not have special training or work experience established in the "Qualification Requirements" of the ECSD , but who have sufficient practical experience and perform their duties in a qualitative and complete manner , are appointed to the appropriate positions on the recommendation of the certification commission in the same way as and persons with special training and length of service *.

19.3. The quantitative calculation of the staffing requirement is carried out on the basis of the coaching of the coaching staff, the planning and calculation indicators of the number of persons performing sports training and the operating mode of the sports facilities on which the Program is being implemented.

20. Requirements for the material and technical base and infrastructure of organizations providing sports training and other conditions:

- availability of tennis courts;

- presence of a game hall;

- availability of a gym;

- availability of dressing rooms, showers;

- the availability of medical office equipped in accordance with the order of the Health Ministry of Russia from 09.08.2010 N 613n "On approval of the provision of medical care during the physical education and sports activities" (registered by Ministry of Justice of Russia 14.09.2010, registration N 18428);

- provision of equipment and sports equipment necessary for the passage of sports training ( Appendix No. 11 to this FSSP);

- provision of sports equipment ( Appendix No. 12 to this FSSP);

- ensuring travel to the venue of sports events and back;

- provision of meals and accommodation during the period of sporting events;

- the provision of medical support for persons undergoing sports training, including the organization of systematic medical control.
